L’Union européenne (UE), souvent critiquée pour son déficit démocratique et sa distance avec les citoyens, a amorcé ces dernières années un mouvement visant à clarifier et moraliser l’action publique. Elle a réformé les règles encadrant les relations avec les groupes d’intérêt, élargi les obligations de transparence en matière de lobbying, renforcé les exigences éthiques imposées aux décideurs, et entrepris de mieux publiciser les étapes clés de l’élaboration des politiques. Pourtant, entre progrès réels, blocages institutionnels et scepticisme persistant, l’ambition d’une gouvernance pleinement responsable et proche des citoyens reste un chantier inachevé.

Innovative ideas, like a European Citizens’ Chamber, among others in a seemingly endless debate, offer a path toward meaningful participation, restoring trust and creating a more resilient democratic system across local, national, and EU levels.
